With a strong foundation in mechanical and nuclear engineering, he leverages his experience to guide ITL in delivering innovative solutions and high-quality results for our customers. His leadership is shaped by real-world experience and a deep commitment to our team and mission.
Frank adds decades of strategic leadership experience to ITL, with over 27 years in federal service and more than 25 years in industry. He has held executive roles including President of Federal Resource Supply Company (2010–2015) and Senior Vice President of Perot Systems (1994–2006). Frank’s extensive experience in both government and commercial sectors guides his strategic vision at ITL and reinforces his commitment to delivering results for our customers and partners.
Rich applies his unmatched naval leadership to ITL, having commanded Naval Surface Forces in the Pacific and Carrier Strike Group ELEVEN/NIMITZ Strike Group. His extensive operational experience shapes ITL’s approach to strategy and mission execution, while his mentorship inspires our team to deliver excellence for our customers and partners.
Jim provides extensive defense acquisition and systems leadership to ITL, having served as Executive Director of Marine Corps Systems Command, overseeing everything that a Marine wears, shoots, drives, and uses to communicate. As Executive Director of Naval Sea Systems Command (NAVSEA), his deep knowledge of military systems and operations provides ITL with strategic perspective and guidance, helping our team deliver innovative solutions and mission-ready results.
Nico is a Mechanical Engineer with more than 25 years of experience designing and developing products across a wide range of industries. He brings extensive expertise in materials and manufacturing processes, including sheet metal, CNC machining, injection molding, additive and subtractive manufacturing, AD/DC electromechanical design, extrusion thermoforming, die casting, 3D printing, and wood furniture products. He pairs strong technical depth with proven leadership in project management, research and development, and manufacturing operations, applying Value Analysis and Value Engineering (VAVE) and L.E.A.N to help reduce manufacturing costs and increase value to the customer. His creative problem solving has achieved twelve patents and multiple industry awards and is known for guiding designs through the full product lifecycle while delivering innovative, practical solutions for customers.
Jim is a retired Surface Ordinance Limited Duty Officer (LDO) with extensive experience in surface combat systems, naval fires, and fleet training. His career includes roles as a Surface Combat Systems Test Officer, Director of Naval Gunfire, Ships Gunner, and Officer in Charge of a Center for Surface Combat Systems detachment, where he supported combat systems readiness and fleet training. He also brings strong program management services experience, managing costs, schedules, and execution of programs and contracts. With deep knowledge of DOD contracting and close collaboration with government and industry partners, Jim delivers tailored, mission-focused solutions that enhance fleet readiness and meet customer needs.
Mike “Elwood” is a senior executive with extensive experience in CBRN defense, public-safety technologies, and strategic business development, supported by a highly decorated career in the United States Marine Corps. Known for his strategic insight and results-driven leadership, he has consistently guided organizations toward sustained growth, operational excellence, and mission-focused performance. Elwood’s corporate accomplishments are built upon a distinguished Marine Corps career specializing in Chemical, Biological, Radiological, and Nuclear (CBRN) defense. He served in multiple senior leadership roles, including CBRN Chief for the 1st Marine Division, Regimental CBRN Chief and Operations Chief for Combat Logistics Regiment 17, and Material Developer/Project Manager within the Marine Corps Systems Command. In these positions, he managed large-scale readiness and training programs, oversaw multimillion-dollar equipment portfolios, and directed acquisition efforts across 14 major CBRN system lines. He led an acquisition contract team, coordinated joint-service initiatives, implemented streamlined logistics processes, and contributed to cost-saving measures for the Marine Corps.
James Bond brings a wealth of knowledge as a Retired Naval Engineering Officer and leverages a unique blend of technical expertise and strategic insight to the maritime industry. Drawing on years of engineering leadership at sea, he works directly with sailors in engineering departments to
identify challenges, develop practical solutions, and enhance operational
readiness.
As a retired Deck LDO, he contributes deep experience in deck and navigation operations, seamanship training, aviation crash and salvage operations, Shipboard firefighting, and damage control while working directly with Sailors to identify challenges and develop practical solutions. With expertise in all deck topside systems, fluid transfer systems, underway replenishment, and hydrostatic testing, he partners with trusted suppliers to ensure every part and service meets the highest standards of performance and reliability.
As Business Development Manager, Maxx offers deep insight into complex naval systems, disciplined operations, capture management, and risk-informed decision-making. His experience operating and maintaining advanced platforms in demanding conditions guides ITL’s approach to quality, lifecycle support, and mission assurance.
As a business strategist and retired naval engineer and acquisitions officer, Amalia leverages diverse program, project, and organizational management experience to advise on core business strategy objectives. She contributes to efforts that build organizational agility, ensuring alignment with evolving customer demands in a dynamic market.
